The report examines the increasingly complex landscape faced by organizations operating in the region, where land conflicts, illegal economies, and limited state presence create significant operational risks—particularly for civil society actors. Drawing on research by the Igarapé Institute, it highlights the urgent need to strengthen governance, integrate local realities into development strategies, and adopt more structured approaches to managing territorial and regulatory risks in the Amazon.
